The rates are: 6% for male buyers, 5% for female buyers, 5.5% for joint ownership with one male and one female, 5% for joint ownership with both females, and 6% for joint ownership with both males. Registration charges are 1% of the property value with no upper cap. Additionally, Bihar levies a land revenue transfer fee and a mutation fee, which are relatively small amounts.
For properties in municipal corporation areas, an additional surcharge may apply. The Bihar Urban Infrastructure Development Corporation also imposes charges for certain urban areas. Buyers should calculate the total cost including all these components when budgeting for a property purchase.
Property Registration Process in Bihar
The property registration system in Bihar operates through the IGRS (Inspector General of Registration) portal. Here are the steps:
- Step 1: Draft the sale deed at a registered document writing office. The document writer registers the deed draft on the IGRS portal and generates a unique document number.
- Step 2: Pay stamp duty online through the IGRS Bihar portal or at designated bank branches. E-stamping is the preferred method.
- Step 3: Upload all required documents on the portal and schedule an appointment at the Sub-Registrar office.
- Step 4: Visit the Sub-Registrar office with original documents. Biometric verification of both parties and witnesses is conducted.
- Step 5: The Sub-Registrar verifies the deed, ensures all formalities are met, and registers the document. The registered deed is digitally signed and can be downloaded.
