Registering a vehicle in Andhra Pradesh involves several steps handled by the State Transport Department (AP RTO). Whether you purchase a new car, bike, or commercial vehicle, you must complete registration within 30 days of purchase to avoid penalties.
The process begins with the dealer submitting Form 20 on your behalf for temporary registration. You then visit the nearest RTO office with the required documents for permanent registration. The RTO verifies the vehicle, assigns a registration number (AP-XX-XXXX format), and issues the Registration Certificate (RC).

How Road Tax Is Calculated in Andhra Pradesh
Andhra Pradesh uses a slab-based road tax system for both petrol and diesel vehicles. If the ex-showroom price is under ₹10 lakh, the tax is 12% of the vehicle cost. For vehicles priced above ₹10 lakh, the tax rate increases to 14%. An additional Safety Cess of 10% is levied on the total tax amount. This makes AP one of the higher-tax states in India for vehicle registration.
For example, a petrol car priced at ₹8 lakh attracts 12% tax (₹96,000) plus 10% Safety Cess (₹9,600), totaling ₹1,05,600 in road tax alone. A ₹15 lakh car attracts 14% tax (₹2,10,000) plus ₹21,000 Safety Cess, totaling ₹2,31,000.
EV Exemption in Andhra Pradesh
Andhra Pradesh offers a full road tax exemption for electric vehicles (EVs) as part of its EV policy to promote green mobility. This includes battery electric cars, two-wheelers, and three-wheelers. Buyers of EVs in AP save significantly on upfront costs since no life tax is payable. The EV policy also supports charging infrastructure development across major cities like Visakhapatnam, Vijayawada, Guntur, and Tirupati.
Two-Wheeler Tax Rates
Motorcycles and scooters in Andhra Pradesh are taxed at a lower rate. Bikes priced up to ₹2 lakh attract 8% road tax, while those above ₹2 lakh are taxed at 10%. The Safety Cess of 10% applies to two-wheelers as well. This makes AP two-wheeler registration moderately expensive compared to other states.
