Uttar Pradesh, India's most populous state with over 240 million residents, has the country's largest vehicle registration system. The UP Transport Department manages RTO offices across all 75 districts, with major hubs in Lucknow (UP 01, UP 32), Noida (UP 16), Agra (UP 80), Varanasi (UP 60), Kanpur (UP 77, UP 78), Prayagraj (UP 70), Ghaziabad (UP 14), Meerut (UP 15), and Gorakhpur (UP 53). The Noida and Ghaziabad RTOs handle enormous volumes due to their proximity to Delhi and the National Capital Region (NCR) economic zone.
UP has the highest number of registered vehicles of any Indian state, with over 5 crore vehicles on its roads. The state's vehicle registration system has undergone significant modernisation, with the introduction of the UP e-Transport portal that integrates online application submission, fee payment, and appointment booking. The state also has a well-established system for commercial vehicle registration, particularly for transport operators plying on the Delhi-Lucknow-Varanasi and Delhi-Agra expressway corridors. The recent completion of the Purvanchal Expressway and Bundelkhand Expressway has further boosted commercial vehicle registrations in eastern UP.
How Road Tax Is Calculated in Uttar Pradesh
Uttar Pradesh employs a two-slab road tax structure that is among the simpler slab systems in India. Vehicles with an ex-showroom price up to ₹10,00,000 are taxed at 8% of the ex-showroom price. Vehicles priced above ₹10,00,000 are taxed at 10% of the ex-showroom price. Electric vehicles are fully exempt from road tax. This two-tier system means that the majority of mass-market cars and two-wheelers fall in the lower 8% bracket, while premium and luxury vehicles attract the higher 10% rate.
For example, a popular hatchback priced at ₹6,50,000 falls in the up-to-₹10L bracket: road tax = ₹6,50,000 × 8% = ₹52,000. Adding registration fee of ₹600 and HSRP of ₹400, total RTO cost is ₹53,000. A premium SUV priced at ₹14,00,000 falls above the ₹10L threshold: road tax = ₹14,00,000 × 10% = ₹1,40,000, totalling ₹1,41,000 with fees. An electric car at ₹14,00,000 would pay just ₹1,000 in RTO charges. The wide ₹10L threshold means that a vast majority of cars in UP benefit from the lower 8% rate, making vehicle ownership relatively affordable compared to slab systems in southern states.
Electric Vehicle (EV) Exemption Policy
Uttar Pradesh offers a full road tax exemption for electric vehicles, applicable to all categories including two-wheelers, three-wheelers, and four-wheelers. The UP Electric Vehicle Policy also provides additional benefits such as registration fee waivers and priority processing for EV registrations. The state has been aggressively promoting EV adoption, particularly in NCR cities like Noida and Ghaziabad, where air quality concerns are driving the shift to cleaner mobility. Several EV charging stations have been installed along the Yamuna Expressway and Delhi-Meerut Expressway under this initiative.
Required Documents for Vehicle Registration
To register a vehicle in Uttar Pradesh, you need: Form 20, Form 21 (dealer invoice), Form 22 (manufacturer's certificate), valid insurance certificate, address and identity proof, PAN card, passport-size photographs, and the temporary RC (if applicable). For Noida and Ghaziabad registrations, additional NCR-specific compliance certificates may be required, including the BS-VI compliance certificate and PUC certificate for new vehicles.
