Gujarat's vehicle registration is managed by the Gujarat Transport Department with a well-organised network of RTO offices across the state including Ahmedabad (GJ-01), Gandhinagar (GJ-18), Vadodara (GJ-06), Surat (GJ-05), Rajkot (GJ-03), Bhavnagar (GJ-04), and Jamnagar (GJ-10). The state follows the Central Motor Vehicle Rules with tax regulations under the Gujarat Motor Vehicles Taxation Act.
The registration process in Gujarat is streamlined through the VAHAN portal. Upon purchasing a new vehicle, the dealer issues temporary registration valid for 30 days. You then visit the RTO for permanent registration. Gujarat RTOs are known for efficient service with most processes available online including appointment booking, fee payment, and document upload. Physical verification of the vehicle is conducted at the RTO premises before the registration number in GJ-XX-XXXX format is allotted.

Road Tax Calculation in Gujarat
Gujarat follows a unique pre-GST road tax calculation method. The tax is calculated on the pre-GST (pre-tax) price of the vehicle at a flat rate of 6%. This means the taxable value excludes the GST component, making Gujarat's effective tax rate slightly lower than the nominal 6% when compared on an ex-showroom basis. This pre-GST calculation applies to petrol, diesel, and CNG vehicles uniformly.
For example, if a car has an ex-showroom price of ₹10 lakh (including 28% GST), the pre-GST price would be approximately ₹7.81 lakh. The road tax at 6% would be ₹46,875 rather than ₹60,000 on the full ex-showroom price. This unique calculation method makes Gujarat comparatively affordable. For a ₹20 lakh car, the pre-GST price is about ₹15.63 lakh, and the tax at 6% is ₹93,750.
EV Policy in Gujarat
Gujarat offers a partial road tax exemption for electric vehicles. Unlike many states that offer 100% exemption, Gujarat charges a reduced rate of 1% for EVs. This is still significantly lower than the 6% rate for ICE vehicles. The Gujarat EV Policy 2021 aims to promote EV manufacturing and adoption, leveraging the state's strong automotive manufacturing ecosystem, especially the Sanand and Mandal industrial clusters where major EV manufacturers have set up plants.
Two-Wheeler Taxation
