Vehicle Registration Process in Meghalaya

Meghalaya, known as the "Abode of Clouds," has a well-structured vehicle registration system administered by the Meghalaya Transport Department. The state is divided into several RTO jurisdictions including Shillong (ML 05), Tura (ML 07), Jowai (ML 04), Nongstoin (ML 10), Williamnagar (ML 11), Baghmara (ML 09), and Mawkyrwat (ML 12). The Shillong RTO in the East Khasi Hills district processes the bulk of registrations, catering to the state's largest urban population. Vehicle owners must submit their registration application within seven days of vehicle purchase. The process involves document verification, a physical inspection of the vehicle at the RTO office, payment of road tax and registration fees, and finally the issuance of a permanent registration number.

Tourism plays a significant role in Meghalaya's economy, and this is reflected in the high number of tourist taxi and rental vehicle registrations, particularly in Shillong, Cherrapunji, and the living root bridge areas. How Road Tax Is Calculated in Meghalaya

Meghalaya follows a flat-rate road tax structure for all vehicle categories. Petrol and CNG vehicles attract a road tax of 5% of the ex-showroom price. Diesel vehicles are taxed at a higher rate of 6%, consistent with the national trend of discouraging diesel fuel consumption. Electric vehicles receive a full road tax exemption at 0%, making them the most cost-effective option for buyers looking to minimise upfront costs. Commercial vehicles operating within Meghalaya are also subject to a 6% road tax rate on their ex-showroom price.

For example, a petrol SUV priced at ₹15,00,000 in Meghalaya would attract a road tax of ₹15,00,000 × 5% = ₹75,000. Adding the registration fee of ₹600 and HSRP charges of ₹400, the total RTO cost comes to ₹76,000. A diesel variant of the same vehicle would be taxed at ₹15,00,000 × 6% = ₹90,000, with the same additional charges bringing the total to ₹91,000. For an electric car priced at ₹15,00,000, the road tax is nil, and the buyer pays only ₹1,000 (₹600 + ₹400) for registration and HSRP.

Electric Vehicle (EV) Exemption Policy

Meghalaya has implemented a full road tax exemption for electric vehicles in line with the central government's FAME India scheme objectives. EV buyers pay zero road tax on their vehicles, regardless of the vehicle category. This exemption is designed to promote cleaner mobility in Meghalaya's ecologically fragile hill regions. The state has also been encouraging the installation of EV charging stations in key tourist destinations like Shillong, Cherrapunji, and Tura to support the growing EV fleet.

Required Documents for Vehicle Registration

To register a vehicle in Meghalaya, applicants must submit the following: duly filled Form 20, Form 21 (dealer invoice), Form 22 (manufacturer's certificate), valid third-party or comprehensive insurance, address and identity proof (Aadhaar, Voter ID, or Passport), PAN card, and passport-size photographs. Documents should be self-attested and submitted along with the prescribed fee at the respective RTO counter or online through the Sarathi portal.
