Vehicle Registration Process in Haryana

Haryana's vehicle registration is managed by the Haryana Transport Department with RTO offices across all districts including Gurugram (HR-55), Faridabad (HR-51), Panchkula (HR-03), Ambala (HR-01), Karnal (HR-05), Rohtak (HR-10), Hisar (HR-20), and Sonipat (HR-11). Gurugram and Faridabad, being part of the NCR, have additional regulations aligned with Delhi's pollution control measures.

The registration process in Haryana follows the national VAHAN framework. New vehicle buyers receive temporary registration from the dealer valid for 30 days. Permanent registration requires submitting Form 20 along with supporting documents at the RTO. Haryana RTOs have implemented online appointment systems to reduce waiting times. Upon verification, a registration number in HR-XX-XXXX format is issued. Vehicles in NCR districts must also comply with the colour-coded sticker system similar to Delhi.

Road Tax Calculation in Haryana

Haryana uses a slab-based road tax system with three price brackets. Vehicles priced up to ₹6 lakh are taxed at 5%, those between ₹6-20 lakh at 8%, and vehicles above ₹20 lakh at 10%. The rates are uniform across petrol, diesel, and CNG vehicles. This slab structure makes Haryana moderately priced for vehicle registration, falling between low-tax states like Goa and high-tax states like Karnataka.

For example, a ₹5 lakh car in Haryana costs ₹25,000 in road tax (5%). An ₹8 lakh car costs ₹64,000 (8%). A luxury vehicle priced at ₹30 lakh attracts ₹3,00,000 in tax (10%). The 8% slab covering ₹6-20 lakh covers the vast majority of mainstream cars sold in Haryana, making it the most commonly applicable rate.

EV Concession in Haryana

Haryana offers a 75% concession on road tax for electric vehicles. Unlike states that offer full exemption, Haryana charges 25% of the applicable road tax for EVs. For example, if a petrol car would normally attract ₹80,000 in road tax, an EV at the same price would pay only ₹20,000. This significant concession is part of the Haryana EV Policy, which also includes incentives for EV manufacturing in the state's industrial belt.

Two-Wheeler Taxation

Two-wheelers in Haryana are taxed at 4% for models under ₹2 lakh and 6% for premium models above ₹2 lakh. Registration fee is ₹300 and HSRP is ₹200. Haryana has a high density of two-wheelers, especially in NCR towns where they serve as convenient commuter vehicles.

Technically, you need a Haryana address to register a vehicle there. However, many people with properties or businesses in both states choose to register in Haryana due to lower tax rates compared to Delhi's diesel rates. You must have valid Haryana address proof.
For transferring a used vehicle to Haryana from another state, road tax is calculated on the depreciated value of the vehicle as per Haryana's slab rates. Depreciation is calculated based on the age of the vehicle using standard ICRA depreciation rates.
