Maharashtra's vehicle registration is managed by the Maharashtra Transport Department with the largest RTO network in India. Major RTOs include Mumbai (MH-01 to MH-04, MH-46, MH-47, MH-48), Pune (MH-12, MH-14), Thane (MH-05, MH-06), Navi Mumbai (MH-43), Nashik (MH-15), Nagpur (MH-31, MH-40), Aurangabad (MH-20), and Kolhapur (MH-08). Mumbai alone has multiple RTO zones due to the city's massive vehicle population.
The registration process follows the VAHAN portal framework. New vehicle buyers receive temporary registration from the dealer valid for 30 days. For permanent registration, you must submit Form 20 and supporting documents at the RTO. Given the high vehicle density in Mumbai and Pune, RTO appointments can have waiting periods. The RTO conducts physical verification before issuing a registration number in MH-XX-XXXX format. Maharashtra has implemented smart card RCs and online services extensively.

Road Tax Calculation in Maharashtra
Maharashtra uses a slab-based road tax system with different rates for petrol, diesel, and CNG vehicles. Petrol vehicles are taxed at 11% (0-10L), 12% (10-20L), and 13% (>20L). Diesel vehicles attract higher rates of 13%, 14%, and 15% respectively plus an additional 2% Diesel Cess. CNG vehicles enjoy lower rates of 8%, 9%, and 10% making them the most affordable fuel option for registration. Maharashtra also has a tax cap of ₹30 lakh, meaning the maximum road tax payable is capped at ₹30 lakh regardless of vehicle value.
For example, an ₹8 lakh petrol car in Maharashtra costs ₹88,000 in road tax (11%). A ₹15 lakh diesel SUV costs ₹2,10,000 (14%) plus 2% Diesel Cess (₹30,000), totalling ₹2,40,000. A ₹50 lakh petrol car costs ₹6,50,000 (13%) — without the cap, this would be higher. The ₹30 lakh tax cap benefits buyers of ultra-luxury vehicles above ₹2.3 crore.
EV Exemption in Maharashtra
Maharashtra offers full road tax exemption for electric vehicles under the Maharashtra EV Policy 2021. This represents significant savings — for a ₹15 lakh EV, the saving compared to a petrol car is over ₹1.8 lakh. The state has been aggressive in promoting EVs, with Maharashtra being the largest EV market in India after Delhi. The exemption applies to all EV categories including cars, two-wheelers, three-wheelers, and commercial EVs. Mumbai has seen rapid adoption of EV taxis and electric two-wheelers.
Two-Wheeler Taxation
Two-wheelers in Maharashtra are taxed at 6% for models up to ₹2 lakh and 8% for premium models above ₹2 lakh. Registration fee is ₹300 and HSRP is ₹200. Electric two-wheelers are fully exempt from road tax. Maharashtra has one of the highest two-wheeler populations in India, with Mumbai and Pune having millions of registered two-wheelers.
